With U.S. imports from China still depressed in most important categories, quota fill rates are remaining at extremely low levels compared with previous years, with no reason to fear any quota shortage by the end of 2008 and before the quota system expires. Higher imports were reported for a series of categories, however. Quota costs are declining or stabilized in nearly all categories.
